If they have readers that are physically in the EU, then those readers would be covered by the GDPR.
As long as there is no business relationship to any EU entity they would not be "doing business in the EU", would they? I doubt making a website available on the global internet would be seen as "doing business in the EU".
Article 3(2): This Regulation applies to the processing of personal data of data subjects who are in the Union by a controller or processor not established in the Union, where the processing activities are related to: (a) the offering of goods or services, irrespective of whether a payment of the data subject is required, to such data subjects in the Union; or (b) the monitoring of their behaviour as far as their behaviour takes place within the Union.

#19Things like this will test how much EU citizens value their privacy. Of course there will be some sites they will not be able to visit but time will show if they are okay with that. These rules are very similar to rules limiting loans. No matter how desperate a person is and how low credit they have, in the US you can't give them a loan for above a certain amount of interest. That could be terrible for a poor person…
