shouldn't such things be contested in international court of justice first?Isn't it considered breach of sovereignty for other nations?

Do you believe people in other countries do care if they are hacked by NSA, FBI or whatever? In the end they are hacked by the US and most citizens of the US seem to believe that this is ok.

This seems to be aimed at VPN & Tor users inside the US.

Since when does the US care about the International Court of Justice? "The United States accepts the court's jurisdiction only on a case-by-case basis"
