AI agents aren't legally responsible for harm they cause. So who is?

In China, the organization selling a product that incorporates AI bears responsibility for it; in the Western world, an increasing number of organizations are also concerned about the legal liability associated with AI agents.

This seems logical to me: if you buy a new car and it causes you to go off the road, you will seek compensation from the seller.
