Lead exposure is probably masking the data. Just a guess, the science I've seen, not presented in the article, is effects way above the standard and typical use.

The judge basically telling them to better document where they assessed fluoridation, which makes sense cause they started fluoridation before the EPA even existed and it's likely been grandfathered in.

It's a conspiracy theory that needs to be properly disabused. Europe has plenty of low IQ people, just look at the rise of far right and brexit, so anecdotes are useless.
