Excuse my ignorance - even if just a rethorical question: Is this not punishable? Isn't there some body aggrieved parties could report this too for sanctions? Even if through negligence - even through merely their (Chinese) "de-emphasizing" care about the amount of debris they generate - this could very well be a strategy to make it harder for everyone else to compete ...

There does seem to be a treaty addressing that [1] [2] which discusses the liability in various circumstances, but it would take someone well versed in space law to answer your question. Sorry, but what are they going to do if China refuses to pay those sanctions? And who will want to escalate those into tariffs etc?
