I would expect that approval for marketing for human use would not be approved until after human trials complete. Is that not the case in India? Or are they talking about some other market, say for use in animals?

It's probably hot air. The mechanism described in the post is not exactly likely to do what is claimed.
Maybe it might work for a particular kind of stomach cancer.
It can be sold because it's a flavone and copper supplement meaning both pieces are known separately and are already sold. High dose resveratrol is not exactly inert though - it has drug interactions.
