I'd love to see examples of these RNC fundraising emails that were flagged as spam... I've read candidate statements in ballot books and some candidates have a certain way of writing that comes across as REALLY spammy and, frankly, obnoxious. Lots of all caps and wording that incites the users to panic.

I do not live or vote in the US, I am not an US citizen, I am actually barely aware of US politics.

A few years ago my GMail mailbox started to be flooded by US politics related SPAM or SCAM (hard to know sometimes), my guess is 90% of those were democrats (a lot from from "Nancy Pelosi").

Despite flagging those emails as SPAM in GMail they wouldn't go away and I had to create rules get rid of those.

For a period Google was basically ignoring individual users requests for direct actions but calculating an overall rate for an organization as long as the organization followed all sorts of laws, etiquettes and google rules and stayed above some threshold..

A big part of their revenue was from email signups that were usually ultimately obnoxious and google couldn't really verify if a email address was legitimately signed up or slammed.

There is one scam that is "Donate for a chance to have dinner with Trump at Mar-a-Lago, all expenses paid!" that a family member falls for. As far as I know they've donated tens of thousands of dollars, their phone rings off the hook, must be a big fish for this type of scam.

Certainly not unique to RNC... I get a ton of spam from Pelosi that blows right by the filters that fits that description. In the latest ones she's taken to impersonating me by putting my name in the from field. I can't think of a single email practice that is more symptomatic of spam/scams than that.
