There is, mostly. It's illegal to "mutilate" money. A reasonable interpretation could include these infographics, especially if they're not removable.
On the other hand, playing the first amendment card isn't even a stretch on this one. So really, it depends more on the creativity of the lawyers (and the political leanings of the judge) than anything else.
