Um, sure, that's how patents currently work. You pay a fee to get the "experts" to look at it, you might pay a lawyer to help you with the paperwork and so on.
You're welcome to let people use it for free.
So, to be honest, I'm not sure you explained how your system isn't the system we already have...?

Open source includes BSD/MIT licenses, which ostensibly would permit Google or Apple to lift your patent wholesale. Perhaps what you're looking for is a GPL patent?

#4Publication already does that. This is a recognized legal strategy.[1]
IBM used to publish "IBM Technical Disclosure Bulletin", in which they put patent applications they didn't want to patent, but didn't want anyone else patenting either. Very few copies were printed, but they made sure the USPTO got copies.
