Title is weird since the article only describes how China is doing nothing substantial to ensure Africa's digital sovereignty beyond building out the telecom infrastructure.

Aside from the risks of foreign- built and operated telecom infrastructure, African leaders must also contend with the Chinese stealing their IPv4 address space:
