Github hosted anything suffers from the same problem, obviously. Russian govt. would just pressure github to remove any content they don't want.

well, then - simple vps servers + eg Flask/ http.server

Everyone has their standards of propriety. Some things are inappropriate on Twitter, while in some places Twitter itself is inappropriate. I think it's a good lesson.

Russian standards of propriety are very similar to American. Russian government's ones are not, but that's a different story.
