It is Not really 'new' item when Amazon said 'new'

So I order CPU fan from Amazon/fulfilled by Noctua Cooling Solutions.

Today as 8/15/2017 I received it and opened it.. See what I got.. Surprise..

- I ordered 'new' and is this new? - What the , random weight??

1. Does Amazon now considering returned and opened item as 'new'?

2. Does even Amazon check inside returned item?
