I read a disillusioning statistic that showed that places known for bribery indictments are just places where the system is working Saying that an unquantifiable amount of bribery is happening everywhere else, and should assumed to be so
Are the reports listed currently legit or demo data? this is really good though.
Sunlight apps will always have the problem of anonymity. 1) Preventing malicious fake reports by anons. 2) Preserving the source anonymity of real reports. Finding a working way out will be very consequential.

Submitting any kind of proof will at least reduce the fake reports, though again there is risk of fabrication of the data however those things can be handled at court!
Proof is more exposure. Substantiate the claim, no longer anonymous enough. Face retribution.

I assume the Russian version of this app is just a feature in the state-sponsored browser that auto-fills your payment details for you?
