Excellent idea! You'll have a mature, open standard protocol under the hood, with no vendor lock-in, excellent extensibility, and great modern frontends like The Lounge (https://thelounge.chat/) or Convos (https://convos.chat/) to choose from (and you can choose).

It's a game launcher that uses Godot, but neither an OS nor connected with the Godot project. It's a bit like writing a game launcher in Rust and calling it RustOS.

Isn't it a bit like making an app that uses Qt and start its name with a Q? Without giving any real name, I can invent "Qnotepad" which would be a notepad implemented with Qt. I know real projects that follow this pattern, and it never really bothered me that it was not connected to the Qt project (other than by using Qt).

QNotepad is not something completely different like a calculator, though.
