I don't see the option to add a comment there, I was a bit late to the party as it took my org some time to draft our roles, but when I logged in to post today, I couldn't see the Add a comment option I see usually?
Possible answers: The thread is time limited and I missed the deadline?
Some sort of account ban due to low karma? (62)
Or some inactivity log (unlikely)

#4Submissions become closed to new posting in IIRC one week, so, yes, you have missed the posting window for it.
However, the next "Who Is Hiring" thread will be posted on the first weekday of next month, unless it's a U.S. holiday. Details are in the "Can I post a job ad?" entry of the FAQ linked at the bottom of the page.
