I want a bank that can be used via https API. Seems like N26 did it, but they left US market. Does one exist?

#2Depends on your use case but many API needs can be fulfilled with Plaid.

#3In Europe this works for Bunq, N26 and Revolut. Some other banks like ING are working on it. I applied several times for a developer account for ING but was never accepted.
