#2It depends, some companies have a history of yearly layoffs. Back when he was running GE, Jack Welch famously argued that leaders should fire the bottom 10 percent of their workforce each year, as part of an orderly continuous improvement process.
Is that the kind of work environment you want to be in?

#3An alternative way to think about it could be that you're marginally less likely to work with folks who aren't very good at their jobs, presuming the metrics for determining who to lay off are in any way tied to actual performance (which isn't always the case).
