I don't have hard data on this, but I think Boulder has the densest concentration of pro triathletes in the USA. It seems to be a good location for bike training.

I think it has to do more with the elevation than bike friendliness (although Boulder is bike friendly)

Winter with SNOW/ICE is from mid Dec till mid March......
