Ask HN: What tools should government data scientists be using?

If you were recommending a brand new data scientist employee to find tools for modelling / doing ML for the government, what are the right places and tools to get started?

Python is a default but it’s hard to make more specific recommendations without knowing the problem domain. Being in government doesn’t make much of a difference.
