Does anybody have any insight toward this simple thought experiment? Are the platforms locked? Could games bypass the lock simply using a "single dataset?"

Historically, the problems have been cost effectiveness and legal restrictions. Things are slowly changing, though, even if it's not necessarily reaching the big-name games.

For games like Overwatch, the reason for segregation is that PC players using a mouse and keyboard have a competitive advantage over players using console controllers. So they shouldn't be in the same player pool.
For some genres it is easier than for others (e.g. shooters play quite differently with mouse and keyboard compared to controllers, and most of the time one side is going to be unhappy)
