You think a consultant in Switzerland or US will bill you by bargain rate because you are in France?

If they were willing to pay so much over local market price they would find local employees. In a capitalist society a labor shortage only exists if the employer is not willing to pay enough.

Depends on how much "so much" is and what the work schedule is. I once had to prove to an over-zealous immigration official that in fact no one in Canada could be hired at any rational price to do the job I was arriving to do, given the schedule desired.
