We run a moderate cloud stack on the Google Cloud Platform and use Hashicorp’s tools for deployment. In our case a Consul + Vault cluster, and Nomad to schedule (container) jobs.
Most of the work is in improving the experience of other developers, and making it easier for them to take ownership over their domain, including the operations side. The application completion email says "We will inform you within 2-weeks if we are interested in learning more about you." Is that equivalent to saying "If you don't hear back from us within two weeks, we aren't interested in you."?
I applied last month and have never heard back (not even an automated email), so I'd say yes.

Why are you having people do some sort of CTF challenge to even apply?
we get a lot of volume and this helps us quickly identify people that are a) strongly motivated and b) strong candidates
In some sense "strongly motivated" is "strongly desperate".
