Requiring Rails experience feels like a mistake. Ruby and Rails are easy to pick up for anyone who's done full-stack dev with Python or JavaScript. Most Java/C#/Go devs could as well.

I understand that you're hiring a contractor. I suppose you want someone who is going to be able to hit the ground running? Still, I'm not sure you're maximizing EV with this requirement. You're excluding many, many skilled devs who would be highly motivated to make a difference working on your team.

Learning a new language and framework, likely very similar to one or two they already know, is not considered a major hurdle in most of the private sector. Especially at this band of compensation.

About the Role:

Upwave is a startup and we need an experienced generalist “startup engineer” who’s experienced doing the wide variety of technical work that modern SaaS startups need. That includes backend web development (JVM frameworks), frontend SPA development (mostly React), AWS-based cloud engineering, and some data engineering.

Our team emphasizes high-quality, high-velocity, sustainable software development in a collaborative and inclusive team environment. We’re a small team that gives our engineers a lot of autonomy, and we want people who are excited to step in and learn whatever’s needed to get the job done (whether that’s new technical skills or business domain knowledge.)

Depending on your interests and background, this could also be a "lead" role involving light management and leadership responsibilities. But in any case, it'll be a substantially technical and hands-on role.
