I guess sub-1% to 100% failure rate is technically an "increase".

#156A piece of hard-earned advice: us-east-1 is the worst place to set up AWS services. You're signing up for the oldest hardware and the most frequent outages. For legacy customers, it's hard to move regions, but in general, if you have the chance to choose a region other than us-east-1, do that. I don't know about reliability, but it's a fraction of the price of S3.
