Japanese government announces measures against mega-solar projects

I don't understand why Japan is rabidly pro fossil fuels, which they have to import. Japan (and Japanese companies) are anti-solar, anti-EVs. Toyota has been trying to sell Hydrogen cars as an alternative. Hydrogen is still fossil fuel dependent today. I wonder what hold fossil fuel companies have over Japan. Maybe they own majority of the stock.
