#2That's an issue in every state AFAIK. Too bad there isn't a simple concept like Super-Locking a deed so that either the owner of the deed or the person inheriting it has to show up in person and show their state ID to the county clerk to transfer the title.

In Texas until recently it was not clear if deed fraud was a crime but a civil matter.
