There isn't necessarily any contradiction here. Lay off people whose work you no longer need / are not doing their jobs well, to hire people whose skills you need.

You seem to have misunderstood what the lidar team refers to. The Lidar team laid off is not part of Cruise's essential engineering team. It belongs to a small, research/demo-focus…
