To add: I feel there's attempt for added weight toward the UXD, as he/she is the sole responsible person. People forget that it's a team effort as well.

I felt the same way. Possibly he wants that all UXD, UD to all have the same background, but with a different focus? Maybe he wants someone who is versed in UI and UXD?
