For now the apps elementary have made try to save their state. Window size/position, auto-save in Scratch, Noise continues to play music even if you closed it.

It's not just Linux, design is becoming really important in user tech. Google, Microsoft, etc have recognized the importance of design and are putting emphasis in it.

Everything that the elementary team coded is written in Vala. The apps, the DE, the libraries, all of them are in vala.
