I think for a long time now, there have been more people with money and ideas than engineers who can build them. I don't think this status has changed much in the last few years.

I got given a 5% increase, but only because there's been an exodus and Management are terrified of losing critical mass.

L1/L2 visas are dual intent, if memory serves - you can absolutely apply for perm residency and citizenship using L1 as a starting point.
