Could it be as simple as the tech giants didn't want a wage war whereby the highest payer would simply monopolize the talent market?

I don't want to be silly but it appears the SEC ignores the siren often (Madoff is another). Is this due to sheer workload or friends in high places?

The 'value' can be as simple as a payout. If I could go back, I'd love to invest in Snapchat. I don't think Snapchat will ever have a strong revenue stream but that doesn't matter …
