Get Refactoring UI ( https://refactoringui.com/book/ )! I LOVE this book. It teaches you a bunch of rules, and has a component library with examples of things that look good.

If you're doing React, you should look at a tech shop. It's a smaller one, but we've done work with http://g2i.co/

It may not be best practice, but I recommend newbies to use Bootstrap. Setup is a breeze, and the way layout works is intuitive for me
