I think the best path would be to learn HTML, CSS and Javascript and then you can use apperlerator software to create iphone app. I am sure this could be done in 4 weeks.

Since i am learning this stuff, i can do this for free. it will give me more experience, while you can have something done for free. Let me know. Thanks:)
