I have tried both Twitter 1.x and Zurb with Ruby on Rails and I found Zurb to be easier to use and have a better structure internal structure, easier to customize, etc

Your only mistake is learn PHP. Learn Ruby or Python, you''l better off on a job market (if that is your goal).

Apples or Oranges? Python is a language, RoR is a framework. Would make more sense to ask your question about Python and Ruby, or Django and RoR.
